The pho was perfect. Probably their best thing on the menu. Every Vietnam restaurant has their specialty. This one is pho. I had the vermicelli it was ok. My friend had a rice plate with 🥩 steak and veggies. He was very pleased. It smelled so good 😊.

I liked that there were plenty of tvs in the restaurant, because I was able to watch my college basketball game. Some might complain that there was only 1 person who was the server and cashier, but it wasn't an issue in our experience. (It might because it was an hour before they closed that there was only 1 person). I got the combo, which came with 2 spring rolls, chicken with rice plate, and a drink. Spring rolls were very delicious. There was plenty chicken for my main meal, and the fish oil had a great flavor to enhance the steamed rice.

My girl was sick and asked for some pho. I decided to check this place out since I was sent to CVS for medicine and this place was right next door. I ordered the beef combo pho and brought it back to her in bed. It was still hot and smelled delicious. She rated it an 8/10 and she's pretty picky about her pho! We will be back here very soon.

Service is speedy! They get the award for being the fastest in getting your order out to you. I think mine took 5 minutes from the time I placed it. Wow! Food is good and very affordable. Some days I get the rice plate; other days I get the pho/soup. The workers are friendly. The dining area is clean. They accept credit cards. Parking is never a problem. This is in a strip mall and is close to other shops and restaurants. It’s in the same lot where CVS is. Easy in and out from Bay Area Blvd.

My boys and I stopped by Pho 21 in Webster on a Saturday evening for dinner, and it was such a nice, low-key experience. The restaurant wasn’t very busy, which I actually liked — it made for a calm and relaxing meal. The prices here are great — very affordable for the quality and portions you get. My sons both ordered the fried rice and absolutely loved it. The serving size was generous, and the flavor was spot on. I went with the shrimp pho, and it was delicious! The broth was light but flavorful, the shrimp were fresh, and the noodles were cooked perfectly. It really hit the spot after a long day. The lady at the front desk was so sweet and welcoming. She made sure we had everything we needed and checked on us with a smile, which made the experience even better. I made sure to tip her $5 just for being so kind and attentive. Overall, Pho 21 is a great little spot for a casual family dinner. Affordable prices, tasty food, and friendly service — can’t ask for much more than that! We’ll definitely be back again soon. 🍜💛

UPDATE AS OF 10/2025: I dropped a star from 4 to 3 as some of the food just hasn’t been as tasty or sometimes lacks freshness. It used to be a good go to for us but now we don’t frequent as often. Pho can be a hit or miss sometimes, sometimes it’s too oily. And the bahn mi I just can’t eat, taste pretty bad. But sometimes they can get the pho right. Saw recent reviews and it looks like most people feel the same. UPDATE TO MY REVIEW BELOW: We have been coming here for about a year now and I finally hit a couple of strikes. It wasn’t too bad but I did downgrade my rating from 5 to 4 stars, which I think is an honest representation of my experiences thus far. The event that made me give them 4 stars instead of 5 was the quality of a couple of my pho orders. For some reason the broth on a couple of those orders were really fatty, and by that I mean that I can see large wallops of oil on the surface of my broth and I can feel the oiliness in my food. That was very unpleasant. It’s possible it was a bad cook day, which is fine, but it did deter me for a few months from coming back to order. When I came back though, the pho seemed back to the usual. No one is perfect, so I will continue coming here when I get in a mood for Vietnamese. We have been here 5 times, and it has been consistently delicious. We typically order beef pho, and their broth is pretty good. What I enjoy the most on their beef pho, is their tendons, SUPER SUPER SOFT and rich! Their cuts of meet are usually fresh and decently portioned. But the tendons, I have never had such soft tendons in a pho. Check that out if you like that kind of stuff. Today, we ordered a rice plate for the first time and that was great. The plate had plenty of meat, and good fresh vegetables. I have not had complaints thus far. I’m just lucky that I have a great Vietnamese restaurant to go to. I don’t have pictures of the pho because I forgot but I’ll post some next time.

The spring rolls had cheap sandwich meat I them. The chicken and rice was marginal, and the Pho had chewey tendon that we suspect wasn't cooked long enough.

Was recommended this place as the best pho in Houston; honestly super disappointed with it. The service and the atmosphere were relaxed and nice but the food was just not it. Don’t think I’ve ever had pho that I thought was bad until I came here. Egg rolls were also bland and the spring rolls had what I think was deli meat in them? Would not recommend.

The service here was shocking. A male employee—possibly the manager—literally threw my card onto the table after I paid, all because I had to unlock it. He didn’t help me once during my visit; his coworker was running around doing everything while he just stood there. The attitude and disrespect were unbelievable. I would not recommend eating here at all.

Ordered a banh MI and the bread was old and stale. It was so hard I couldn't even eat it. We ordered as a group with my workmates and some of the food was fine. I was the only one that ordered the Banh Mi. Someone ordered egg rolls and they were dry

I can’t give an opinion on other dishes but their Bun bo hue is the worst! I’ve eaten Bun Bo Hue across the US and Vietnam but I’ve never seen a bowl of Bun Bo Hue like the one I had from Pho 21 today. It lacked all the key ingredients that make Bun Bo Hue what it is. The broth tasted like pho broth. There was no lemon grass or blood cake. They used the wrong kind of meat and the wrong type of noodles. The sliced pork tasted like it was days, if not weeks old. It’s like they ran out of ingredients and just tossed anything they could find together. When I asked the server if this was Bun Bo Hue, he answered “yes, it is” and walked away. Very unfriendly and with no other explanations provided. A photo is attached so you can be the judge.

Picked up togo and was noticing stench coming from the bag. Took the dark chicken back. Manager insisted it smelled fine, and made a new one. It did not have a stench. Tried to give pork rolls as a sorry for serving us rotten food - we dont eat pork. I have frequented this place since 2019. Will never come here again.
