Nice little gem in the Intercontinental St Paul hotel. They close at 11, but accommodated our entire group, despite arriving at 10:50! Was pretty surprised with the food, it was pretty tasty! A little disappointed with how small the fresh fruit cup was considering the price, but the staple breakfast items were killer! Prices were otherwise pretty reasonable.
Unassuming and also pleasantly surprising. We found ourselves ordering one plate after another. The flavors were fresh and unique combinations of ingredients. Drinks were crafted and the atmosphere was classy but not pretentious. In terms of hotel bars/restaurants, Citizen nailed it...with which money left over to partake in other activities.
Stopped in for breakfast this morning. Food and service were spot on! Couldn't ask for a better omelet #tnchrisapproved
The ambiance was lovely and the service was great. We were seated right away, checked on frequently and the food was great. Our group got the wings, brussel sprouts, salmon, the pasta with lobster and they brought me a bday dessert. Very friendly servers And a fully stocked bar! Would go back!
Always a great place to grab breakfast when staying in the hotel. Kelly always gives amazing service and the steak and eggs for breakfast is a hit for me.

My wife and I had dinner here a few weeks ago and the food was great. I had the smash burger, my wife had the steak frites, and both were cooked beautifully. Mary was our server and she was super nice, constantly checking in and making sure we were happy.
This was a convenient stop during the Minnesota Yacht Club Musical Festival. Really enjoyed the double-stack burger, great flavors and the butter lettuce really added to it. Served with fries on the side, you can’t go wrong. It was busy but they kept up with the pace and all the dishes coming out looked great, smoked salmon and chicken sandwich in particular.
Went for Restaurant Week as my wife and I had never been and the menu sounded good. We weren't really sure what to expect when we got there as it is attached to a hotel but we were pleasantly surprised. The server was very friendly and attentive. The food was delicious. We each had an appetizer and dessert. For our main course, I had a salmon dish that came with a very generous portion of grilled salmon. My wife had the scallops and was very satisfied. The beer list was nothing notable but they had a good variety. We didn't order cocktails, but they had a page of unique cocktails on the drink menu. We went for dinner but it looks like they have some good lunch and happy hour options as well.
We had breakfast here and can't say enough about the food, staff and service. The omelettes are delicious, as well as the roasted potatoes on the side. Our server, Chelsea, was very attentive and friendly. The only downside about our experience - which had nothing to do with the restaurant or staff - was a rude couple sitting nearby that did nothing to keep their screaming, unruly child in check. Mom was "busy" with her phone, Dad was just ignoring the whole thing. They left a huge mess on the floor and had the nerve to complain about the staff. I know this because a supervisor came to our table to apologize for the experience, and to apologize for her staff. No apologies were necessary; they provided excellent service and food. There are just rude people out there that we have no control over. Bottom line, I highly recommend the Citizen!
Loved our lunch today!!! The food was very good. I had the Roast Beef Slider. It was huge pieces of beef; with a tasty sauce and delicious pickles and onions in the slider. When I think slider, I think small, this was not small. The prices were all fair as well. I also ordered their Caesar's Salad with salmon...that was delicious too...had to take half of each home. My husband and son loved their burgers also. This is a place I will definitely try again. Sunday is good, free parking. However, Cathy, our nice server, said they will give you a voucher if you park in the ramp. All was for a terrific lunch!
Chose Citizen for a pre-show meal. The menu is small but every dish is exceptionally well done. The walleye was delicious and a special treat for our our-of-town guests who had never had it before. And the bison tacos were delectable! Excellent service with a smile, we would go back.
We went for happy hour the other day they have a spectacular array of liquor, beer and cocktails, although we didn’t get food because we were going for dinner our server was VERY nice I said one of the best servers. She suggested nearby historic places to visit and as soon as a few friends of ours came in she got their order right away ! I’d go again.
Went here on a date and had a very nice time. Atmosphere was highly relaxing & romantic. Our waitress was extremely welcoming, kind, and informative as well! The food/dessert we were served was out of this world and the prices were fair! I have been to a lot of restaurants here in Downtown and this is one of the best. Check it out!

Incredible customer service and delicious food! My original rehearsal dinner venue had our date wrong and we were scrambling, Citizen saved the day! They were able to (with a few hours notice) fit myself and our 25 guests for a wonderful group dinner and even helped print personalized menus. Can’t recommend this place enough!!
Had an amazing group dinner at the Citizen last week. Our numbers kept fluctuating, but ended up with over 50 people for dinner. The Citizen was awesome to work with, they were able to create a custom buffet menu to accommodate so many and the servers were very attentive and friendly. Thanks Citizen, we will be back!
This is a solid 4 star hotel restaurant. They have some great appetizers and better entrees. The double cheeseburger is one of the better burgers I've eaten at a hotel. The lady behind the bar was great. She took my order right away and used the alcohols of my choice instead of just mixing the drinks with the cheap stuff.
My daughter and I had breakfast and lunch at the Citizen today since we stayed at the hotel for an event. If I was rating on just breakfast, I would have given 5 stars across the board. The service was top-notch, and the food was great. I ordered the Greek yogurt parfait and the steel cut oatmeal and really liked them, although I couldn't finish it all. My daughter had the All American, and everything was done just right. We decided to try lunch there as well (1140am). It didn't fail, but after the great service we received in the morning, it was a bit lackluster. It took a while after we were seated to have a server come, approximately 10 mins. No water or drinks during that time. Also, while hard to pinpoint, the servers' overall demeanor felt off like we were a bother. I did think maybe she was the only server at that time, but since it was slow, I still didn't understand the delay. The food did come quickly once our order was taken. My daughter had the double stack burger, which I also tried. It was a good burger. I thought the fries were great!!! I had the Angus tacos, and unfortunately, they were kind of bland. Individually, the ingredients were good and cooked/done appropriately. They just needed some spices/flavor. I would definitely come again. I'd just get something different for lunch. Probably the fries I liked so much. 😁
Surprisingly this was the best burger I had in months. Fries were perfect. The following morning ordered a Spinach bacon and cheddar omelette, with fruit and an English muffin. Everything was perfect! Quality food and quality service.
I had so much to say about the other things and then the food came out and it was delicious so I’ll give them a pass todays food was delicious and yesterday’s service was excellent if I could merge it I would be so happy
Amazing cheese curds from a creamery out in Wisconsin. Also would highly recommend the pork belly. Drinks were average. Server didn't know what came on the pork so we looked it up on their iPad serving menus. Bit disappointed that they weren't able to describe the dish from memory. Will always come back if only for the curds.
The chicken sandwich was decent but a bit too pricey for what it was ($16). Acceptable lunch if you are in a rush.
The food was quite good until there were bones in my chicken sandwich. The service was below average, despite it being dead with only 5 people bellied up and two bartenders. The bar was out of half of what folks were ordering, three empty kegs, no ginger beer, it felt like a soft opening going poorly. Go somewhere else.
Great food, great atmosphere, great service. Suggestion to their management, please take care of your fruit fly problem. It's not acceptable to have to shoo fruit flys away from your plate while trying to eat. Other than that it was a great breakfast experience.
I really want to like this place, but.. We have been there three times now. The first time for drinks only. The place was empty so bar service was great. Drinks were good too. Our second visit was for diner before a hockey game. Again, place was pretty dead so the service was very attentive. Once again, drinks were good but the food was average (chicken wings, cheese curds, ramen bowel). Our third visit was for diner before a concert. We arrived ~2 hours before show time and they were already pretty busy. Drinks were again good and server was very attentive (and apologetic) as we waited nearly 1.25 hours for our food to arrive (burger and lobster roll)!!! My wife loved the lobster roll but my burger was overcooked. Our server did take a couple of drinks off of our tab to accommodate the long wait. Also, they comp your parking for event nights if you dine in the restaurant. So, if you keep your expectations low, you probably will be fine (especially if you take advantage of the free parking).
This is a restaurant in a hotel, and that is exactly what you get. Think airport food with a slightly elevated atmosphere. It is far from a fine dining experience or anything worth a special trip.. It’s not overly good, but it’s not bad. It is averagely executed and is supremely average. Eat here if you are staying in the hotel, but that’s it.
Grilled chicken sandwich came in record time indicating a possibly reheated chicken breast the meat was tough and dry confirming. There was no sauce or flavor except salt. Fries were deep fried from the freezer. The mule was fine. Ultimately the quality of Applebee's at 3x times the price.
I ordered a steak medium well, and it was quite overdone. Unfortunately I did not enjoy it. My server, however, was incredibly nice and attentive. The made up for my poor experience with complimentary salad and dessert and a discounted entree. Still, even though I was staying in this hotel and had planned to eat there a few more times that week, I avoided eating there again entirely. Food quality was not worth the price.
The food was decent but not great and the service was spotty. Honestly even if the service had been stellar I wouldn't come back. The food won't kill you or disgust you but there is MUCH better food less than a block away in downtown St. Paul. Service: I had to put in an order 3 separate times since the server kept coming back to tell us they were out of what I had ordered. Then even though I had ordered after everyone else my food came significantly before everyone else's. I had ordered a small plate (not an app) and a side and my side didn't come with my meal but came with everyone else's food. Food: I honestly forgot to take pictures of most of it and while it was presented in a fancy or 'foody' formatt the taste just didn't match. In fact I would say that in trying to have an out of the box presentation some of the food was difficult to eat. The fish for example was served in a bowl, so it was difficult to eat with a knife and fork. The steak was overcooked (and late to the table) even though it was ordered medium rare.
A couple months ago my husband and I went to the Citizen Restaurant for the first time and it was superb. We recently returned for dinner and it was mediocre. The entire menu had changed. The salads were banal, the fries were out of a bag, not prepared on site. The choice of entrees were unimaginative. The restaurant went from WOW! to scowl. The only reason I'm giving it 2 stars is because the restaurant is beautiful and our server was very good. We will not return as we can get good service in a beautiful restaurant at a lot of places. What we wanted was a great meal together with great service. Very disappointing.
Ordered steak tacos, no seasoning, no flavor at all! Food over priced for the food you get Party was not happy with food. Will not waste money eating here.3 tacos $18, plus service charges for $3 something total bill about $28. Not worth it
Have been here before for the steak Frites, 3x actually. I just went with a friend and ordered the same, medium. What I got was a filet that was double the price, and undercooked. I refused the meal and drank my dinner. Poor attention to detail (my order), and the service was very slow though the restaurant was not busy. I won't be going back.
Went for the Mother's Day brunch and it was pretty underwhelming. I don't like leaving bad reviews but truthfully it was not worth the $$. The vegetables in my meal tasted like waterlogged mixed frozen vegetables and the yogurt was no different than what you'd get at the grocery store from a little plastic cup. We had long waits on our coffee and water. The bacon and sausages seemed a bit undercooked. The presentation was beautiful but it just was not worth what we paid unfortunately. Maybe other days are better since there are good reviews, it just was not our experience for this event.
The breakfast buffet was sooooooo disappointing. $20 per person for eggs, some meat, unseasoned potatoes & french toast that was hard. The sign for the buffet included fresh juices and coffee yet when we received our check they charged and extra $5 per drink (we both got orange juice and coffee). They wanted $65 for a weak breakfast that should definitely have been free with the hotel.
Just finished our anniversary dinner at Citizen. The drinks were GREAT.... However... We were supremely disappointed with the food. My husband was charged full price during happy hour for a "Denny's quality" black bean burger. My pork belly was barely edible and not nearly cooked enough. It was seriously a mix between delicious nostalgia and toilet water. We were thrilled to take advantage of our MN Opera discount for free parking and 10%off. We never got the discount and only got the parking voucher after badgering our waitress about it. Do not get the food, but stop in for the drinks.
Sad breakfast experience for an Intercontinental hotel — very few options, hardly anything fresh.
It was ok. The food and drinks were good. It was essentially empty with our table of 8 being the only one here. Service was pretty slow but the waitress was nice. There was a mouse that was ran across the room and we told staff but nothing was really done about it.
The only reason I’m not giving this place one star is my waitress was great. I ordered the chicken sandwich and literally could not bite into it. It was like a baseball glove. She didn’t charge me an I walked.
That had to be the most disgusting hamburger I’ve ever had. Talk about vile frozen nasty meat that they microwave and stick on a bun. It was terrible! Let me repeat that it was terrible!! My friends also got a linguine and it was terrible. There’s just no other word for it. Gross, horrendous, putrid nasty horrible food go somewhere else oh my God even if you have to walk 1000 miles. Go somewhere else!
The food was fine. The explanation for the mandate compliance surcharge is not. The explanation is this is going to the City of St Paul and the State. This was a charge allowed by restaurants during COVID to cover masking and cleaning. It goes to the restaurant. It's time for Business to be honest with this patrons.
When entering the restaurant there was no sign of staff or anything that says wait to be seated, just as we were about to leave the host comes and helps me and my wife to a table. Once seated we were greeted by our waiter who spoke extremely softly and left abruptly to tend to other tables. Another server came up to us asking if we have been helped, then he immediately followed in behind her asking if we needed anything, we tried to order a beer and a Malibu bay breeze. (Noticing the 2 bartenders behind the full bar) He came back empty handed and said there was no bartender available. We left and walked to another place that actually had staff and service. Do not recommend. Also, the menu for food was very limited to basic burgers, salad, soup, and cheap wings. (All overpriced)
Wanted to order off the menu but not given the chance and was told to eat at the buffet. Really curious as to why there is a breakfast menu when that is not an option. I just paid $26.97 for scrambled eggs, bacon and potatoes. Wanted to order the steak and eggs for approximately the same price but apparently this was all they had to offer. Free ice tea was cool but definitely will not be back. Hopefully the super nice waitress can work somewhere with a real menu that they can offer to customers.
The worst food Ive had here. Have been here before and no complaints but last night was terrible. Had the bison tacos and they were very dry. Barely had any food on the plate when it arrived so charging $18 for 3 tacos was a little absurd. Also had the chicken wings which were dry. The only thing good that we had was the french Fry’s. Waitress seemed a little hectic, brought us someone else drinks at one point and never really checked in with us. Maybe just a bad night for the place but probably wouldn’t come again.
We were relatives of the groom who said flying in from Montana was a great idea. Every thing was so perfect (they were right) until the manager of this restaurant went walking by our table talking loudly about another table and what they “looked like”. It was the most disrespectful thing I’ve ever experienced, it makes me wonder what kind of place is this, that the lead person talks trash about the customers. I well. Not be going back, and I’ll never suggest this place to any one.
Unfortunately, my experience with Kelly was very disappointing. As soon as I sat down, she started rushing me to order even though I had just arrived. She mentioned she had food to bring out and tables to clean, which made me feel like I was an inconvenience rather than a guest. The energy and attitude completely turned me off, and honestly, it left such a bad taste that I didn’t even want to order anything, all I had was coffee which still a waste. Poor service like this is unacceptable. She apologize because I spoke up.
I took 8 of my family members here to celebrate Mother's Day on Sunday and was served a mimosa with broken glass in it. I noticed this after I had already taken a sip and the shards of glass transferred to my lip. I let my server and the bartender know and returned the drink to them but still had to ask for the mimosa to be removed from my bill. I contacted the restaurant through their website contact form and never received a reply. Overall, really shocked by this experience.
