I had high expectations of a place in Oakland and they did not disappoint, it's a cute little layout, friendly, well spoken English and the food, let me tell you, the food is amazing. Standard fare of: cha gio , pho, vermicelli and soy sauce marinated deep fried chicken. Very authentic with a slight western flavor. Very friendly to western palates and good selection of beer and wine
Ate here a couple times now, and it's going to be a standard whenever we visit the area. Nice friendly atmosphere, and the food is outstanding. Every item we've tried has been flavorful and an enjoyable.
Vermicelli with beef la lot , shrimp in tofu skin option was excellent . Portion was big . Authentic and very good value . Highly recommend
There is a lot of good pho in downtown Oakland, but I'd put Binh Minh Quan's version at the top of the list. It's all about their broth. Great imperial rolls here too. Highly recommend.
I’ve never had a more authentic Vietnamese food in America. I highly recommend their fine vermicelli dish (the one that you make your own spring rolls). Their pho is good too. Most of all, their service is always friendly and prompt.
Walked in and ordered the fresh spring rolls and vermicelli with chicken and tofu to go. The order was ready in < 10 minutes, the woman who took my order was very friendly, and the food was delicious. Definitely recommend!
Been coming here with my parents and now sharing it with my daughters. Food never disappoints and the service is always great. Can’t just recommend one dish cuz they have something for everyone dietary needs vegetarian seafood and all the other meats.
Cozy little spot offering delicious soup. Vegetarian options available. Customers can also order the vermicelli rolls, and have the opportunity to try rolling for themselves. You may not do it as well as the cooks, but still a fun experience! The fried banana and ice cream is an excellent dessert.
First time here and was pleasantly surprised on the roasted catfish. The skin was crispy and light w/the meat soft and juicy. They give you 2 sauces to drizzle over the fish as you make a wrap out of it w/tons of basil, mint, cilantro & lettuce. I just ate the fish straight and enjoyed my first roasted catfish. Can't wait to go again.
Great service. I have been here twice with my big fat Cambodian family. We always order a lot and order our catfish ahead of time before we get to the restaurant. Staff is nice and food is amazing.
Great quality authentic Vietnamese food. Delicious wholesome flavor in everything from the rice to the meat and veggies. They cook everything really well the just the right spice. BEWARE THE CHILI SAUCE!! It's so good but so hot. Just a tad will do. Going at lunch is a great idea, really affordable lunch prices peaking at about $9.
When they first opened I was so excited because it was like getting meals at my friends mother' house; super fresh greens and dishes you don't see at the other Vietnamese restaurants in the area. They've update the decorations and a bit of the menu, still lots of delicious dishes.
Great authentic Vietnamese. Their catfish hot and sour soup is what keeps on bringing be back - plenty of other delicious options on the menu though, including a 7 course beef extravaganza for all you meat lovers. I highly recommend this place.
So date night tonight my date said she wanted to go to BMQ, I love vietnamese food and off we went. I wasn't expecting a lot and when we arrived at 6:30 there was only one other table eating, they had some 80's background music playing as we ordered. And, another couple arrived and another and a group of four and before I knew it songs would come in and people were singing to them and then a different song and a different table was singing along.. so the atmosphere was great. Then the food came and winner we had ordered way too many dishes #14, 57, 60, 80, a combo vermicelli... More people arrived as others left, they joined in the singing. The food was great people were friendly and it was the first time I have eaten out indoors in a year..
Super legit Vietnamese spot with some great house special dishes. I love that they have Việt dishes that aren’t just catered to American palettes. I came here for 7 courses of beef (bo bay mon) and it was great. Love the ambience and service too. It has good vibes. We’ll be back here!
Superb quality vietnamese food. The table-side chili is fresh and spicy. My vermicelli noodles came out amazing, and the pork was perfectly tender. It is now a staple for me in this area
Haven’t had a better Vietnamese food experience anywhere else in the world - so Binh Minh Quan is my #1. I love their roll-your-own spring rolls, I love their shaking beef, and I love the whole, baked fish. I’ve had 20 person birthday party here that came out to only $20 a person. I don’t think there’s a better deal out there in the universe for good location, great service, and excellent food. A trillion stars !!!
A great place for family gatherings and simply the best restaurant in Oakland. Their specialties deserves their titles and each dishes has a unique/ familiar taste to your tongue. You won't regret eating here! :)

I’ve come here over many years, and it’s my favorite Vietnamese restaurant in the Bay Area (speaking as an Oakland native), and one of my top-favorite restaurants period. A home-like feel, very local, delicious food, healthy ingredients, friendly and regular staff. This place is a gem.

As good as you can get from the heart of Oakland! Don’t forget to add a black Vietnamese ice coffee!
Very good food, good taste, fast service/good customer service. Needs cleanliness on walls and bathroom. Easy pick up and easy parking after 6pm.
What I had and what I saw being served was delicious and comforting. I’d recommend this place to my friends in Oakland and for any visitors!
The seafood pho and the pork chops were so so so good and even though my family is korean we love this place and are definitely coming again
I really enjoyed the Tofu sandwich I ordered. It arrived toasty & warm, in fresh bread with a generous portion of tofu. I was looking for a quiet place to spend an hour before an appointment and this place was just the calm oasis I needed. Glad i came. They did a good job, and were very pleasant/ welcoming. I’ll be back.
10/21/2025* We went for lunch to celebrate a coworker's birthday. This time I ordered their Special vermicelli, which comes with shrimps, beef, chicken, imperial rolls, lettuce, mint leaves, cucumber, bean sprouts, pickled carrot, topped with green onion and peanut, and served with fish sauce. It tasted really good and was loaded with fresh greens. The vermicelli had a great texture as well. Sometimes fish sauce can be too strong for me, but theirs tasted great; it did not have a strong, funky smell, which was a big plus for me. Their Thai tea was excellent. I prefer drinks that aren't too sweet, and they nailed the sweetness level. On top of that, the portion was really generous! 1/8/2025 This time, I ordered the #36 Rice Plate, which includes shrimp, chicken, beef, an imperial roll, and a shrimp cake. The standout for me was definitely the imperial roll, it was delicious! The chicken and beef, while well-seasoned, had similar flavors and were a bit too salty for my taste. The shrimp was overcooked and quite dry. Despite this, I really enjoyed the experience of having a plate with a variety of dishes. It was a fun way to try a little bit of everything. 8/8/2024 This was a takeout order that I placed online. When I arrived at the restaurant, the food was ready for pickup—easy and convenient! I tried their Pho Noodle Soup. Let me share my thoughts: Broth: The savory broth was clear and light, which I appreciated. It didn’t leave me feeling overly thirsty afterward—a definite plus! Ribs: The tender ribs were a highlight. They added a rich flavor to the dish, complementing the other ingredients perfectly.
One of my favorite Vietnamese restaurants! Great food, great service. Totally clean and good place to eat, not really a place for "atmosphere" but you wouldn't expect it to be. Get the combo rice plate with the pork hop and shrimp cake!

They filled up pretty quick even though it was pouring. Portions are more than enough there was plenty rare steak and noodles and the broth here is among my favorites. The spring rolls and vermicelli is real good too. They have a fountain in the front that sets the mood perfectly making the whole spot really coY.
This place is much bigger than it seems from the outside. Plenty of seating and nicely organized. I had the rib and flank PHO and it was really savory! Great service too!

Perfect in every way. The vibes. The music the FOOOOOOD!!!!! I don’t say this lightly. I’ve had pho my whole life and I’ve lived in Oakland my whole life. For the last 26 years I’ve been to many Vietnamese restaurants in Oakland. Never have I seen one hit the mark in every way. The service was great very friendly and welcoming. The atmosphere was great I felt very comfortable. The FOOD!!! The Real Pho is PERFECT. No notes, they have perfected beef broth. This is my new exclusive restaurant for Pho. I also had there BBQ pork Banh Mi which was great

Seven courses of beef was insane - everything was so fresh and delicious and it was quiet and a good atmosphere. Muzak smooth jazz pop covers and service attentive and friendly without being pushy.
My family friends showed us this spot & we enjoyed it. The stuffed chicken & green muscles were delicious as well as my avocado smoothie!
First time customer ordering take out and I was very impressed! I ordered the 39. vermicelli with chicken. It came with a huge bag of very fresh and crisp lettuce, mint, thai basil and sprouts along with another bag of pickled veggies and then several sheets of rice paper. The chicken was delicious and had a nice charr and the vermicelli was cooked perfectly. My son Had the Pho with brisket and beef ribs. He preferred the ribs over the brisket. I tried the broth and it is one of the best deep flavored rich and fatty broths that Ive tried. We both really enjoyed our meals and will be back to try more.

The noodles did not render the broth starchy and bland, and stayed tender as I wrote an angry email and disassociated for 10 minutes. They were kinda stuck together at first, but by the time they loosened, they did not go too soft. The sprouts were clean and not brown, and dry. The lime was juicy, sweet, and expertly sliced. The jalapeno was chunky and spicy. The basil was ok, if a tad spotty. I came, I wrote, I ate, I left. I was the only person there. I did not feel self-conscious about it. It was what I wanted. It was worth the price. I left satisfied.
The pho is great. You get to pick your meats. A lot simpler menu than some Viet places. Flavors are good. Meat is good. Where else can you get a beef rib and brisket on pho for only 17 bucks Takeout worked out very well too for pho soup

The Hot and Sour soup was good. I don't like fish skin so I peeled it off. The soup can be a go to when your feeling a little under the weather. The portion size was reasonable as well.

There are less choices here compared to a more authentic Vietnamese restaurant. Sometimes the quantity and quality of you food could vary pending on the day your visit is. Service falls on the average side but not bad. The environment can be noisy. This stems from the fact that they have a high ceiling. And whenever there is a big crowd the sound bounces back all over the place so you fell the place is really noisy.
The 7 course beef here is pretty good. Order this starving though. There's more food than you would think and it's good for 2. Service is pretty speedy for the most part. Their ingredients seem fresh. So no complaints there. The hot pot is good for a rainy day. The vermicelli bowl is good as well as their bun rieu. There are more great dishes, but I can't remember at this time. Needless to say, this is the place to be if you are in Chinatown.
Binh Minh Quan is an above average Vietnamese restaurant that is very clean with modern decor. One can tell it didn't want to be another "ghetto" pho spot with cheap decor. A lot of thought went into the restaurant when they took over from the previous restaurant which was also Vietnamese. Pho and Bun are great as well as the Vietnamese crepe. They also have different restaurant fare than other Vietnamese restaurants like curry dishes and fish. Unlike many Pho places in Oakland, this restaurant takes care in each of its orders and doesn't seemed rushed like the other Vietnamese restaurants in Oakland. Friendly staff. A quirky upstairs restroom - I doubt this is accessible for people with disabilities - and fun fact the upstairs before it became a restroom used to be a weird sort of stage back when the spot was I believe a bar years ago! Highly recommended if you want to go to a classy Vietnamese restaurant and avoid the down, dirty and grimey spots!
I ordered a pho tai and it was pretty good! This is a more upscale Vietnamese place in contrast to the streets of Oakland but the interior was nice and clean. The service was fast and my bowl of soup came out quickly with the extra add-ons of bean sprouts and lime. The soup was solid and I was pretty satisfied. I'd come back to try the hot pots!

I would give this place four stars if not for the lack of service. The pho is excellent, though not my favorite in Oakland. The location is good and the prices are great. Nice clean restaurant. ... But good luck getting any attention from the staff. The most recent time I came, they brought out my appetizer and drink, but forgot my soup! I had to ask them what happened and they rushed to make it after I had already been sitting there 20mins without even an apology.
Located on the edge of downtown and Chinatown, this is a fairly sized restaurant. The menu is quite large and there's a small lunch menu. The service was fairly below average, although the food came out okay, there wasn't a check-up or anything. Pricing is alright. I got the #30, broken rice dish, which comes with rice, a little salad, and 2 items of your choice. I chose the tofu and vegetarian imperial rolls. Overall, this dish is just okay, I wanted to try something I haven't before. The dish is very plain in nature, you get a side of the fish sauce so you have to figure something out for flavor.
Not very good. I had the bun with bbq pork and imperial rolls. The imperial rolls were soft and weird tasting to the point of not wanting to eat them, the bbq pork was ok, the marinade was good but they could have done a better job trimming the gristle off first, and the "pickled" daikon and carrots were bland and watery. My friends meal wasn't very good either. The place on the corner looked better from what I saw on people's plates outside.

Had to walk 20m to the register to make every order or request, despite restaurant being empty, while front-of-house person (Connie) sat below the counter watching a TV show. When asked, finally, to speak to a manager (clearly, the responsible people were behind the scenes and in kitchen - I figured, parents or grandparents) Connie said, “I am the manager.” She then refused to further fulfill orders and declared the restaurant closed. Whether this is just post-Covid ennui, or a laundering operation, I would steer clear. In the 1.5 hrs I was there, I was the only customer.
