This a a favorite place of ours. Save room for their amazing desserts. The raspberry cheesecake was delightful.
I came here for valentine’s with my love, and everything was soooo delicious. I’m picky with coffee and I usually have cream and sugar. But their coffee tasted so amazing that I would’ve had it just like that. The servers and staff are courteous and attentive. The atmosphere is very welcoming and for a person of color and Muslim like myself, that is super important. I’m definitely coming back! By the way, in the picture is shown the lemon and peanut butter tarte. They were scrumptious.
Disappointed I only got to have dessert to go from here but also NOT disappointed I only got dessert from here. The woman who helped us was very nice. The amount of desserts they have is crazy. They all look so incredibly good and the looks don't do the taste justice. Phenomenal. My dad went 15 minutes out of his way after we went out to dinner and I thought he was crazy. He was not. Fantastic spot! Dinner AND dessert next time.

Always delicious. Had yellow curry pasta with shrimp. Really enough for two meals. Have to save room for dessert after all. Had the Carmel pecan cheesecake. OMG, so smooth. Server was excellent. She was very attentive and knowledgeable.
Phillips European should be Phillips Excellent European .....I have eaten here a dozen times most with my now ex wife Laura. Some of our favorites Chicken French always perfectly prepared order it when it’s on Special. Favorite Dessert is Vienna Tort not that I haven’t tried many of the deserts from their outrageous variety. I have pictures of my ex shoveling this in her pie hole she loved it so much ....but no need to post those embarrassing photo ops.
Always delicious food and very reasonable prices! I had the chicken walnut salad on an herb-seasoned wrap for $8.99 and had choices of several sides that came with it. Today I treated myself to the assorted fresh fruit for an additional $1.99 instead of having the soup, salad, or rice. Fantastic! I thoroughly enjoyed eating my meal in an elegant, classy surroundings. Also, the variety of decadent desserts are on display tempt any palate to purchase by the piece or the entire dessert. Yum!
This is our second visit to Phillips restaurant extraordinaire! We no longer live locally. Our favorite food is Chicken French and Phillips has the best we have ever had. The chef altered mine due to a Garlic allergy. The multi desserts are out of this world! Our waitress was friendly and very efficient in answering our needs. Do not miss this experience when in Rochester . You won’t be sorry you stopped, even if just for dessert!
Phillips always has great food, table service and lovely desserts. A nice place for a dinner with the other half or coffee and something sweet after an RPO concert.
We've been going to Phillips for years (20+)for their desserts. The wife and I just recently (last 3 years) started dining in as well, my wife loves the Chicken Dijon, I usually get the Chicken French or the special for the night which varies nightly. We finish with our favorite dessert, the salted carmel brown butter cake ice cream sundae that we share! I recommend making reservations.
Dinner was alright but we would definitely return just for the desserts! Note to self- get the double chocolate torte.
Amazing little spot. Reservations are available. The food was amazing and they are able to accomidate and aware of dietary needs. I had the italian wedding soup and sandwich. Both were just right and filling. The desert and confections options are even better than they look. The staff was wonderful and the food was perfect. We will be back again. I brought home cookies, chocolate mouse dessert, and Carmel cake. The cake was a perfect balance and i would serve it easily for a party. The mousse was the best a friend has had in thier travels and so were the chocolate chip cookies. This find is tucked on the back side of mcc. It is well worth the stop.

Stopped by on a whim while at a soccer tournament, first impression, an old fashioned diner, which doesn't look too flash and up to date. . . . . However . . . . Service provided was excellent! Value for money was very good! I tried the 'French Chicken' and I can honestly say it was probably the best tasting meal I have had in many years! It was Fantastic! 10/10, Breaded Chicken in a lemon sauce woth angel pasta! Highly recommended! Everyone polished off their food on our table and thoroughly enjoyed!
We go here every year at Christmas time. The food is excellent, the staff is attentive and friendly and their desserts are amazing.

Nice local place! We were staying for a sports tournament and visited with kids for a family dinner. The staff was very accommodating with the substitutions and very attentive. Food was good! We didn't get to try their beautiful deserts (there was a gorgeous display of all kinds of cakes, pastries and cookies), but we were too full. I would go back and recommend!

The chicken and veggie crepes were delicious! Loved the Bourbon Pecan Pie with ice cream. Great evening with a wonderful group of old and new friends . Can not say enough about Tammy H, our waitress. She worked our group of 12 with a beautiful smile and a very pleasant attitude. Tammy was very attentive. Made sure we had everything we needed. It was a perfect evening. Many thanks to Tammy and the cooks who prepared our meals.
Another phenomenal dinner at Phillip’s. I ordered the vegetable paella and did not read carefully that mushrooms were included — get this: the whole plate tasted so good that I did not even mind! The vegetables were fresh and they were cooked + seasoned perfectly. You can’t see from the picture but the rice & sauce mixture were satisfying as well. Never will get a complaint from my mouth! My boyfriend ordered the notorious chicken french dinner and was blown back. He is the hardest critic to please, and he couldn’t shut up about how amazing it was! I’m very pleased with this place and have always loved to come. I encourage everyone that reads this review to try at least once. They have a vast selection of plates to try, you’ll surely be satisfied. Please get a dessert on your way out or you’ll regret it!
Update 12/22/2018: Lori B. Our server was just outstanding❗ She's truly passionate about her work and it shows❗ She's so personable❗ Outstanding cakes! TRULY unique offerings compared to other bakery's! Almond chocolate cake melts in your mouth! The owner is always present and very personable!
The food was delicious. There was nothing left when we were done. Had to bring dessert home though. I will definitely be back during my next trip to Rochester.
All at the Best standard, the food, the servers, atmosphere, music. Sorry, that Brie appetizer disappeared very fast. And the price for a dinner...just for one incredibly low and get two drinks as well. Magnificent, now I'll stop to get something sweet, in front. A fruit tart, a baklava, hard to decide.
Nice find next to the hotel I was staying at. I didn't have a reservation but they accommodated me at the oddly shaped bar. I got to say that was the only downfall of this place that had some weird angled bar top which made you lean forward and it was a little hard to eat food I'm only about 5'1 so I really had to lean over to eat my food and other guests were complaining about the bar surface. I would hope that they remodel that. Now that I've gotten that out of the way.... I really did enjoy every bite of my meal the waitress/bartender was a very friendly and awesome person. She made my experience at the restaurant five stars. I had the soup du jour what was a vegetable mixed soup. I also had to try one of their Specialties called Phillips European beet salad which was just delish. The main course was one of their Specialties called chicken French. I love that they had a petite size dinner especially since they have a dessert case filled with treats. I definitely enjoyed the chicken French it had a lightly battered breast with a Sherry parmesan lemon sauce. Now desserts where do I even start they have a two-page menu of desserts a large case full of cakes, pies, cheesecakes and chocolate covered strawberries I ended up getting the Cherry Berry cheesecake. Which was heaven in my mouth. And to go I got 2 chocolate covered strawberries and a chocolate mousse cake..... a chocolate mousse cake was dainty My only regret is I wish I had ordered more desserts.
OMG!!!! ONE OF THE UTTERMOST FANTASTIC SPECTACULAR ESTABLISHMENTS I HAVE EVER HAD THE PLEASURE DINING AT! From the opening of the door, seeing the freshly baked dessert display with SO MANY CHOICES, to the owner's humbled hospitality, the server's EXCEPTIONALLY PERFECT hosting and serving, and then the bread, appetizer salads, and main entree, just was EXQUISITELY DEVINE! If one could give a place a 10-Star review, this would be the one!! Those scallops were GORGEOUSLY cooked to perfection in my shrimp and scallop primavera. And the Thai chicken and the chicken french.... WOW!!! OH, and the drinks, out of sight DELICIOUS and mixed to Perfectly!! Definitely worth every penny spent!! And will definitely return next time I'm in town!!
If you have a sweet tooth, you deserve 2 reward yourself by going to this place. Old European recipes of exquisite cakes and pastries. Is it worth going an hour out of your way? Oh, yes.
OMG…. I can’t believe it has taken me so many years to finally stop at this restaurant. I remember I first noticed it about five years ago and told myself I want to try this place and then never found the time today was the day I called and placed an order for pick up for chicken French and a slice of raspberry chocolate cake. I was torn because I also wanted an artichoke French and asked if there’s any way to add a piece and was informed yes and paid the difference when Arriving at the restaurant, the staff was so kind and so pleasant and explaining things and letting me know about their in-house bakers when I asked questions and they just were so passionate and happy about the restaurant and food.. I was an ecstatic to get home and try it… And let me tell you this dinner did not disappoint. There was joy and every single bite of the chicken and artichoke French and the pasta was cooked to perfection. The sauce wasn’t overwhelming. It was just right. Then, I had a piece of the chocolate raspberry cake, and Oh my goodness, I could swear I was taken into Another reality altogether, it is so decadent, but so light and then the extra raspberry sauce on the side made sure every single bite had some fresh raspberry compote. I have never had a raspberry chocolate cake so delicious before I cannot wait to come back. I applaud you guys your restaurant your staff and especially your food. Everything was wonderful about it from the phone. Call the answers to my questions to the staff to the taste. It is no wonder that five years later from when I first noticed the restaurant you are still standing strong. Thank you so much for a great experience
I'd lived in Rochester for many years and heard about this place but never went. I had a work lunch/meeting there today and we were all blown away. First by the service. We were all greeted immediately and genuinely. Our server, Janet, was attentive and warm. We all then commented on the cleanliness of the restaurant. Then the food was absolutely delicious. I had the pesto chicken w/ smoked mozzarella and it was fabulous. Naturally we all had dessert, because it's impossible to not (you'll know why when you go). That, too, was great. Overall a super positive experience and will definitely be back.

I just visited Phillips European for the first time, and it was such a lovely experience. Our server, Lori, was absolutely wonderful. She was so warm, welcoming, and genuinely kind. We also had the pleasure of meeting the manager, Matt, who made us feel right at home. Another team member, Cole, was just as amazing and added to the joy of the evening. Between the incredible food, cozy atmosphere, and truly kind people, it was such a special night. I can’t wait to come back!!
Ordered the Thai Chicken and Scallops. Can’t say enough about this amazing meal. Not too spicy, just right. While waiting for the main course, I recommend walking over to the dessert showcase and selecting anything that catches your fancy. I choose the Pecan Pie . I also got a delicious Oatmeal cookie to go. The owner walks around and says hello to all. Most he knows by name I would guess. This restaurant is a must for travelers or locals.
Lunch yesterday at Phillips European was just perfect. The many menu choices made it hard to decide, but I was very happy with my choices. The turkey wrap with walnuts was delicious, with a nice blend of ingredients and textures. I liked the crunch of celery, along with the main ingredients. My favorite though was the (new, to me) roasted red pepper cup of soup that was my side order choice with the sandwich. It was so fresh and the flavors of tomato and spinach along with the red pepper, plus pasta, wonderful! I could happily eat it every day. Dessert was raspberry cheesecake. I don’t often eat any sauces or toppings on cheesecake, so it was a bit sweet and rich. The actual cheesecake was just the way I like it, creamy and dense. The service was attentive and cheerful. All in all, it was a perfect meal and a relaxing and enjoyable experience.
We recently visited Phillips for a little high-end treat, and it did not disappoint. While we only went for desserts and cappuccinos, the experience was absolutely wonderful and more than worthy of five stars. My wife ordered the Chocolate Raspberry Torte, and I had the Caramel Pecan Cheesecake. Both desserts were evilly decadent — rich, perfectly balanced, and worth every single penny. These are the kinds of desserts you savor slowly because every bite feels indulgent in the best way possible. To go with them, we each had cappuccinos, and they were brewed to absolute perfection — smooth, rich, and topped with whipped cream and a sprinkle of cinnamon. That extra touch made them feel every bit as special as the desserts they were paired with. Yes, Phillips is on the pricier side, but that’s to be expected with a high-end dining spot. What makes it worth it is the combination of the atmosphere, staff, and food. The space itself feels elegant and welcoming, the staff was attentive and professional, and the desserts and drinks were nothing short of outstanding. If you’re looking for a place in Rochester to enjoy a truly indulgent evening — whether it’s for a full dinner or just for desserts and coffee like we did — Phillips is a fantastic choice. Very nicely surprised by this place although I should not have been as the reviews are spot on. The chicken French is simply outstanding. I got the petite size to save space for dessert. A crazy variety of choices and we had 2 that were great. The inside is a little dated but I loved it that way. This is an awesome and chilled place and I wish they had one in Boston
I had a tuna salad wrap on jalapeno cheddar with a side of potato salad and ordered it to go right at the counter. It was ready super fast even though it was during the lunch time rush! What a great experience from beginning to end! Jenn was so personable, warm, and welcoming that I already knew I was being well taken care of. The wrap is delicious, perfectly portioned and portable! I originally stopped in to see an old friend (Meg) who is a talented and passionate baker and was immediately flooded with nostalgia as my mother used to bring me here as a child for a sweet treat! There's reason this spot has remained in business for as long as it has! Fabulous fresh food in a clean yet intimate atmosphere with hospitable and genuine staff that truly care! Five stars all day long!!!
Phillips European is the perfect lunch spot!! Amazing food, drinks, and endless dessert options! The service was friendly and efficient. I absolutely loved their artichoke appetizer and the chicken french! The carrot cake is also highly recommended!! Every plate was perfectly portioned. I will definitely make Phillips restaurant a regular place to visit whenever I'm in Rochester!
We came here again to celebrate my husband's birthday, we have had their desserts but never actually had a meal. It was wonderful! We didn't have a reservation so we ate at the bar (impromptu dinner out) but even still, the bartender and service was excellent, the food was on point, and as always the cakes were fantastic. 10/10 would recommend as a date or celebration location.
Really good food, especially the beef tenderloins and the homemade cream of mushroom soup (I don't like mushrooms and I could eat two bowls in a minute). The dessert case is legendary, but be sure to check the quantity - by the time we were done, many of the things that caught my eye in the way in were sold out. Things that made it not perfect : slow service (pleasant woman, but too many tables and not enough help from her shadow staff) and the open sink station in the dining area. I watched the waitress fill my water pitcher from the same sink the busboy washed his rag in. I know it's all the same water but the sight gave me pause. You have to ignore stains and dated furniture when you come here but the flavors make up for it.

There is a quaint vibe of "ladies who lunch" feel and decor here. You are greeted by a huge display case of their fabulous desserts. They have a cocktail menu and wine list. The food was very good. I had the blackened chicken over pasta - while the flavor was great and the pasta perfectly cooked, the chicken wasn't actually "blackened". No matter, it was still good. Their servers are professionals. And those desserts! Spectacular!
I heard a lot about Phillips desserts. I thought was only desserts and they too serve food. Menu was confusing. I wasn't that hungry i decided for a light plate. Artichokes on thin noodles served cold with carrots and green beans. Artichokes were too salty. Not so good at the dish presentation. What i really liked and enjoyed was the dessert. Triple chocolate moose cake was delicious. My friends food presentation wasn't impressive. I will definitely return just for coffee and dessert. The server from my mainland 🇵🇷 was very polite, courteous and very busy. Good work ethics.
This review is only applicable to their desserts. This is one of my favorite places in Rochester, for European style desserts. Over the many years I have been enjoying this place, they are extremely consistent. Service is friendly and attentive. One star off as their nightcaps are very eh.
We were seated at what was objectively the least desirable table in the restaurant where staff frequently walked — a narrow pass‑through across the shelf where plates etc were stored. One chair in the walkway, the other tucked awkwardly in the drapery of the window. Less than a handful tables were occupied; so there was plenty of space which made the choice of seating all the more puzzling. Yes, I could have requested a different table to begin with. However, I’m still left wondering why we were placed there. The menu was refreshingly distinctive, with several beef entrées priced above $40. Our server was excellent and began the meal with two warm, European‑style rolls. The dishes themselves were delicious, and the dessert menu extensive and enjoyable. Classical music played softly in the background, creating an elegant atmosphere despite issue.
Phillips is best known for its gorgeous and delicious desserts. When you enter the door, you are greeted by the dessert case - and no matter how often you have been there, it wows you! The service for dinner is timely, yet untrusted. The atmosphere is quiet enough for real conversation. The food is consistently good for the price (though not as outstanding as their desserts).
Came for desserts. The lemon cake was very good. The pecan pie was served as the server said it is described in the menu. However I decided upon it from the desert display. The flavor of pecan was ruined by a heavy drizzle of chocolate syrup over the slice, and a thin fudge base under the pecan filling. Could not taste the pecan flavor. Lessons learned: read the menu description carefully. Don't just pick from the inviting display. We would return, but would be more discriminating in the choice.
Came here on a Friday for lunch with 2 others. I had a tuna ceviche special and strawberry cheesecake. My dining companions had angel hair pasta with shrimp and the 3 cheese quiche. We also had some clam chowder and minestrone. The sauce for the angel hair pasta lacked flavor. The tuna ceviche wasn't like other ceviche I have had. It wasn't as refreshing. If I go again, I will order different food. The clam chowder had great flavor, and they were able to offer gluten-free options. The cheesecake was tasty. We appreciated the green tablecloths and the glass table overlay. It made dining feel more special. This place really shines in the desserts. One companion had the Bailey's Irish Cream cake, which she thoroughly enjoyed. We plan to try this place again to give it one more try.
Portions are small for the price. Flavor of food is good but not the best. Desserts are wonderful but very pricey.
The food is great. The pastries are even better. It is extremely pricey when it comes down to their cheesecake slices. About $10.50 per slice is daylight robbery. It is good but the price makes it less tasty. So if you're stopping down for 2 slices of cheesecake be ready for $24 check. Matthew Out ✌️
Came in pastries to go. Restaurant definitely had a smell to it which was a bit disturbing. But in any case didn’t stop us from getting the pastries. Chose chocolate raspberry and Viennese meringue. As usual very good. I have posted the pictures. I was “warned” by the staff who was serving us that the chocolate raspberry was the last piece and hence larger than one would normally receive. And to not expect the same size in future. So fair warning to anyone who visits this establishment when they receive their pastry. Setting your expectations!
We had dinner here. I was really here for the desserts. We were seated in the back portion of the restaurant. It was cozy and not too loud. We ordered one mushroom soup and a peppered Ahi Tuna. The soup was tasty. Big chunks of mushroom. It was very creamy and a touch salty. All in all, it's not bad. My husband's Ahi Tuna was a large portion with two medium-sized white potatoes and some green beans. He said it was not worth 32.00. Not that there was anything wrong with it. It was just plain. We ordered three desserts. One lemon torte, on peanut butter torte, and a Carmel pecan pie. The lemon torte was not lemon at all. It was yellow, but all the layers were vanilla, not lemon. The chocolate peanut butter torte was very small for 13.00 per. I have not tried the pecan pie for fear of more disappointment, also 13.00. I ordered a white chocolate cocoa. It was pretty good and nice to look at.
I ordered chicken Marsala and my husband ordered the chicken crepes. My Marsala was very visually unappealing but I thought so what. I tried to cut my chicken and it was tough and stringy. It tasted like it had been microwaved as well. I tasted my husband’s crepes and they were average but 100% better than the Marsala. I told the server Keith who was very nice and apologetic. He should not have to apologize their chef obviously cannot cook. I ordered the crepes, and by time they came out my husband was almost done eating it was our 36th wedding anniversary and we told the server. We ordered dessert thinking maybe the would compensate us for the inconvenience and give us a free dessert. But, all we got was a candle on each of our cakes. It wasn’t our birthday, so that was weird but I guess they thought that made up for the terrible meal and my husband and I eating separately. Terrible management apparently, quite unprofessional. Desserts were very good.
Their cakes are awesome but sadly their prices increases over 10 dollars per piece. It used to be below 10. Egg prices has gone down, but the prices hasn't. I guess once price goes up it will never go down despite market prices for eggs has gone down. :( Time to learn making my own food now. Eating out is just not affordable anymore.
Some of the worst food in Rochester that’s still edible and safely cooked. I’ve eaten at Phillip’s a few times over the past 20 years. Just went again and sadly nothing has changed. It’s trying to be French inspired or continental but it manages to be unsubtle and indelicate yet actually tasteless cooking (an amazing feat truly) for way too high prices. We started with an appetizer of baked Brie and bread. It was barely warm, certainly had never been baked and wasn’t in the least bit soft or melty. It was served with soft rolls. Okay but a bit weird to serve it with white bread rolls and not something like a hard cracker or toasted bread or anything. Literally just the same rolls you would get in a diner (we love diners so no shade being thrown). We had a shrimp and pasta dish, a chicken and rice with mushroom wine sauce, and a vegetable Alfredo. My chicken was overcooked and in a brown sauce that might as well just be packaged chicken gravy with added salt. And yet despite the salt it managed to be bland! The side vegetables were skimpy and boiled with no seasoning. You can’t mess up Alfredo but this just barely squeaked through that. The shrimp was overcooked, bordering on rubbery. The pasta was overcooked for our taste (we like al dente). And the sauce might as well have been left off the plate because all it provided was tasteless calories (and moisture so the pasta didn’t stick together, to be fair). Everything is non-descript, bland, and just so indelicate. There is no artistry nor is their good quality comfort food. We love a good family owned hole-in-the wall just as much as fine dining. So no snobs here. But good food is good food and this is like the tv dinner of French cooking. The deserts are fine but nothing to save this place (despite everyone raving about them). I recommend the peanut butter chocolate tort. The strawberry and cream tort and crème brule were decidedly average. Edible but not worth the trip. With so many wonderful restaurants of all flavors and cost ranges in Rochester, there’s no reason to eat here.
What a shame. This used to be a great place for higher end meals or an after theater stop. We moved away and came back for a visit after many years. Being able to go there again was something we looked forward to. While the place is the same, and our server was wonderful, the food was an extreme disappointment. The lentil soup was so salty it was on the verge of being inedible. The quiche was also too salty and completely uninspired. The salmon was so undercooked we almost sent it back! Because of our disappointment we did not even order desserts. So sad.
Went for the first time to just get a few desserts to-go and it cost $45. Maybe dinner would’ve been a better experience, but I’ll never go back because the desserts were a blatant ripoff and weren’t that special. Cheesy Eddies has better tasting pastries, cookies, desserts for 1/3 of the price.
It was my sister’s birthday today and we chose to celebrate at Philips European. The server approached our table to welcome us. She was very pleasant and her first question to us was whether we were celebrating a special event? We responded that it was our sister’s birthday today. Lunch was just okay. Soup was salty and quiche was flat and sitting in a pool of oil (broccoli cheddar). The quiche is usually better than today. We were there at 11:30am and informed that the “quiche of the day” (artichoke, mushroom, Swiss) was already sold out. Hard to believe since the restaurant just opened for the day! Whatever…no big deal. The more important and main reason for my review today is the poor interaction we experienced with the manager/owner and thus this establishment deserves only one star. At the conclusion of lunch, my sister was given a complimentary condiment cup filled a tablespoon of whipped cream with a candle on top! Seriously?? We were shocked and totally embarrassed for my sister. To be clear, WE DID NOT EXPECT ANYTHING for dessert!! We were celebrating her 76th birthday and this gesture soured the celebratory event. After digesting what had just transpired, I felt compelled to voice my concerns to the Manager/Owner. I explained that my poor sister was handed an unwelcome “pup cup” similar to what my dog gets at Starbucks! I expressed that it would have been better for the restaurant to NOT do anything at all rather than giving her a tablespoon of whipped cream “on the house”!! How insulting and embarrassing!! The manager/owner’s response was almost laughable. He stated that he was sorry but since we didn’t order a dessert, that is “what you get”! His response made me even more angry. If he had any professional code of conduct he would have apologized personally to my sister who said that “she will never go to Philips again”. Service recovery should have included a personal apology and perhaps giving her a dessert to take home and enjoy later given the embarrassment they caused. I reiterate that we DID NOT EXPECT ANYTHING! Don’t insult us with giving your guests a tablespoon of whipped cream to celebrate their special day. Never again!! We won’t ever go back!! It’s too bad because we have frequented this restaurant for many years. And by the way, a cup of coffee or tea is now up to $5!!
Food is bland. Service is terrible. Owner and staff have an attitude problem. The level of arrogance and condescension is wild. I guarantee as someone who has traveled across half the world and eaten at a number of restaurants that this type of small mindedness will only succeed in a small town like Roc. But if that’s the goal then congrats. Would never go back
Don’t know what to really say about this other than very sad Took the waitress 20 minutes to bring us some bread then another 20 minutes to get our drink drinks to us My wife always orders medium well too well done for all her steaks came back pink We ordered desserts. I told the waitress what I wanted. I wanted an extra one to go. She brought the three desserts to our table told me she was going to get mine. I sat for another 10 minutes without her bothering to bring me anything then when she finally came by for the last time, I said so where is my dessert? She said I thought you were taking it home. Very disappointed in this place. Does this Fillet look medium well?????? And you think the owners would respond to this..... NOPE
